THURS DAY,   AUGUS T  29,   2013  L'Italo-Americano PAGE  15 Italy devises new instruments to fight against tax evasion Continued from page 1 Among the most common offenses, tax evasion and illegal labor, frauds against the employee benefit plan or aimed at obtaining undue Social Security performances, as well as irregularities in the application of flexible work contracts were discovered. In addition, particularly concerning is the increasing occurrence of so-called "caporalato", that is the exploitation of illegal immigrants who work underpaid mainly in the fields or construction sites where safety regulations are often violated. Even if the official figures show how deeply such criminal behaviors are rooted in our country which is one of the most affected in the Euro zone -, only a few (about 1,771) reported tax evaders actually end up charged or arrested. In order to confront the situation more effectively, the Italian government has recently devised four instruments: an income test, an income meter, an expense meter, and a sort of bank account register. The new fiscal cross control is called "Redditometro" (controls on income) The first of them is aimed at preventing evasion by supporting taxpayers in their everyday money management. On the contrary, the second tool allows Italian finance police to identify illegal activities and tax evaders by inspecting their business and comparing their income with what they usually declare to the Revenue Agency. Finally, according to the expense meter, banks and stores are required to report all payments exceeding a certain amount of money, and a shared online database containing all information about bank customers' accounts has been created. Thanks to these new sources, the tax authority will soon be able to cross check a person's tax income and expenses relating to the last four years, so as to identify and prosecute possible frauds. Italy loses competitiveness in Eu. Only Lombardy withstands as a 'Blue Banana' Continued from page 1 The European top five areas are (according to Joint Research Centre and Dg for regional and urban policy's map produced valuing the Fmi Global Competitiveness Index 2013): Utrech in the Netherlands, the London area, the area comprising Berkshire, Buckinghamshire and Oxfordshire in Britain, Stockholm in Sweden and Surrey in Britain. In Italy light improvements, even if not enough to be useful to compete with the Eu economi- cal centers, were registered in Sardinia, Umbria, Friuli, Bolzano Province, Molise, Liguria, Valley of Aosta and in the other autonomous Province of Trento, that has climbed 31 positions. Maybe, a help to contrast the country's worst recession in the last decades would come from Europe. Italy is set to be the second top beneficiary of the European Union Cohesion Fund, a financial instrument used to narrow the development disparities among regions and member states, in the 2014-2020 period, according to tables published by its Regional Policies unit. Even if "in Italy there are the first signs of a slow economic recovery, or at least of an end to the plunge, visible through various indicators", as Salvatore Rossi, the director-general of Bankitalia said, the likely 29.2 billion Euros Italy is slated to receive (the sum could vary according to the final decisions by the European Council and the Parliament) out of all 28 member nations for the next 7 years, will be a strategical and maybe unexpected help.
